There is a process called, "exhausting administrative remedies," prior to filing a federal action for redress. It is not necessary, but it bolsters the pleading when filed.
Why? Because any lawyer worth his or her salt wants to use this process to "flush out" what may not be known prior to filing the federal action. A sort of sneaky "pre-discovery" if you will. That way more "stuff" may be unveiled to bolster the action that is being filed.

I go for a walk every day in my area. I see, at least once a week and sometimes more, low-flying spray planes with 2 pods attached. These planes fly so low you can see when the psychopaths turn on their spray. Two huge contrails come out of these planes and spew crap all over the sky. Commercial aviation may be a much larger problem but when you see planes spraying toxins right over your house it is quite frightening. We are living in a world run by criminals and psychopaths.

Reinette, I have been following you for years and appreciate all the time and effort you have put into the issue. I do have questions, however, that haven't been adequately answered by your panel. I'm wondering why you don't have a scientist on the panel that has a background in geophysics, etc. (Someone like Marvin Herndon, Ph.D., for example.) More importantly, I am not completely convinced that most of the streaks we are seeing in the sky are from jet fuel exhaust, and question the claim that most geoengineering cannot be seen. Science has proven otherwise -- see Herndon's research and books. Has Lee or anyone else on the panel published any of this evidence that is claimed to exist? I'm wondering if someone can explain why this is the direction you are heading? Honestly, it doesn't make sense and I'm also aware that many other geoengineering advocate groups are not in agreement. Dr. Strangelove, Herndon believes coal fly ash is being sprayed by planes. His paper claiming this was retracted.
Now that I have learned more about what is really going on, and that airlines spend between $100,000 and $300,000 per plane engine, with up to 30 years to recoup that investment, I do not believe they would also spray coal fly ash (CFA) and risk destroying the engines of their valuable aircraft, as well as endangering the lives of passengers.
The commercial industry does everything in its power to avoid volcanic ash, which is similar to CFA.... why would they then turn around and put it into the atmosphere?
We have, however, had scientists review the petition, as well as fuel experts that we trust and respect.
I still would like to know if the numerous chemtrails and fog, prior to the L.A. Fires were on purpose. At least I made the police report "before" it happened.
Weather in LA is unbearable. For some time after the elections the skies were clear, and now it's almost there's no sun anymore. And the fog was only on certain streets when I was going to pick up my son from work at night.
The petition is a scam to cover up covert operations by the military and private industry and hide their crimes using the excuse of unregulated commercial aviation emissions. Nowhere in the petition is the military even mentioned. They would be completely exempt from any regulation of commercial aviation emissions. The only thing I agree with is that commercial aviation emissions should be regulated but they are not responsible for any kind of geoengineering or weather modification nor are they responsible for streaks in the sky or hazy clouds. Government data and peer reviewed science are worthless when it comes to proving covert operations. Government data and peer reviewed science is also used to promote the scam of greenhouse gas caused global warming and climate change.

Dr. Strangelove, Herndon believes coal fly ash is being sprayed by planes. His paper claiming this was retracted.
Now that I have learned more about what is really going on, and that airlines spend between $100,000 and $300,000 per plane engine, with up to 30 years to recoup that investment, I do not believe they would also spray coal fly ash (CFA) and risk destroying the engines of their valuable aircraft, as well as endangering the lives of passengers.
The commercial industry does everything in its power to avoid volcanic ash, which is similar to CFA.... why would they then turn around and put it into the atmosphere?
We have, however, had scientists review the petition, as well as fuel experts that we trust and respect.

I still would like to know if the numerous chemtrails and fog, prior to the L.A. Fires were on purpose. At least I made the police report "before" it happened.
The fog is a mystery. Truly.

Weather in LA is unbearable. For some time after the elections the skies were clear, and now it's almost there's no sun anymore. And the fog was only on certain streets when I was going to pick up my son from work at night.
That can happen for a variety of "normal" reasons... like, wind.
The petition is a scam to cover up covert operations by the military and private industry and hide their crimes using the excuse of unregulated commercial aviation emissions. Nowhere in the petition is the military even mentioned. They would be completely exempt from any regulation of commercial aviation emissions. The only thing I agree with is that commercial aviation emissions should be regulated but they are not responsible for any kind of geoengineering or weather modification nor are they responsible for streaks in the sky or hazy clouds. Government data and peer reviewed science are worthless when it comes to proving covert operations. Government data and peer reviewed science is also used to promote the scam of greenhouse gas caused global warming and climate change.
All I can say is you are 100% incorrect. Read the petition. We are willing to take this to court. Has any other group of dedicated citizens been willing to do this?
