If the administrative procedure precedes judicial procedure, there is teeth in the claim and outcome. First, give notice of the claim, with documented proof, with a Cease and Desist order, Notice of Liability, and threatening a Tort Claim, in their personal capacity. It's a three part process where you give them the opportunity to respond, defend their position, and opportunity to cure the default. If, after the initial notice, they can no longer claim they didn't know, and they're given ample opportunity to cure the default and stop their criminal negligence, there is no room for any adjudication. Then a Tort claim has teeth, and you go after their stuff. Hit them where it hurts, at their kitchen table, without any corporate immunity shields.

They have already stumped you by defining the rules of engagement. Why do they have 6 months ? They have already won by being able to take 6 months to ignore citizens' requests while they prepare the next legalistic hurdle and generally destroy your movement.
You cannot defeat the Borg with the courts and legislation.... they own the courts, they write the laws and they mean business, and the business is disease and slavery. People need to physically stop the spraying by getting to the people flying the planes.

What are you going to do then? write more letters? Make FOI requests that they can respond to with blacked-out documents? They are literally laughing at all who still think there is some kind of due process and accountability.
As I said, only direct action will work : confront the pilots, find a way to get photographic evidence.

Thursday I saw one bright blue chemtrails 🔵 as the dot and the color was a long ways with a scallop shaped cloud with vibrant red on top with and the blue on the bottom of it hovering over that blue chemtrails. All I could do is wonder what metals/poisons caused that and the amount must have been extraordinarily higher than ever for I see these trails since at least 1980 but never as Thursdays.
