Great issue.

Functionally, as a lever of authority in the system, the letter is meaningless. DOJ has no interest in objectively investigating a lack of transparency in the system unless it serves US Corp interests. It does establish a legal paper trail for a case if one develops in a court. A court, of course, attempting and capable politically, to rule under constitutional authority..

It is however a fundamental right that if water is available on public land through your efforts, (taxes, etc.), you have a right to drink it without penalty or ration by another. So as an issue to see how far gone or how ready people are to act in their interest under constitutional authority, it is a bellwether issue, if pressed and promoted.

Did the authors of the letter source their information from organizations or groups that would have online or printed literature to share? How hard would it be to tie existing information on water shortages in California local areas, with the policies of this board, acting without any public oversight, in their water districts?
